German Peppol Authority launches the German Electronic Business Address (GEBA), removing a significant practical limitation in Peppol adoption.

The transition towards a digital economy in Germany is taking another seemingly small, but significant step forward with the recent release of the “German Electronic Business Address” (GEBA).

Originally published just before Christmas 2025 by the Coordination Office for IT Standards (KoSIT) with a German specification only, its translation into English represents another step in the international publication process. It ensures that enterprises from across the European Union and beyond, as well as international service providers, can seamlessly integrate Germany’s new addressing logic into their global systems.

By providing a standardized method for identifying economic operators, GEBA strengthens the technical foundation required for the automated exchange of electronic invoices and other business documents within the Peppol network.

Closing the identification gap with the W-IdNr

The primary objective of the GEBA specification is to address a long-standing gap in the German Peppol ecosystem. To date, the German Value Added Tax (VAT) number is the only practical candidate for a business address.

However, this poses a challenge for the German “Mittelstand” and yet more importantly to small businesses and sole traders who may not have a VAT ID unless they specifically apply for one. While the application is free and easily completed online using a simple yet official request form [↗︎] (typically resulting in a number within a week), many businesses have had no reason to do so, thus also remaining without a unique digital identifier suitable for Peppol.

This landscape is currently being reshaped by the introduction of the “Business Identification Number” (Wirtschaftsidentifikationsnummer; W-IdNr). Unlike the VAT ID, the W-IdNr is assigned automatically by the Federal Central Tax Office (BZSt) [↗︎] to every economic operator in Germany. For more information on this rollout, businesses can visit the official W-IdNr portal [↗︎]. And for those who already have a VAT ID, the W-IdNr uses the same number.

By basing the GEBA standard on the W-IdNr, the German Peppol Authority ensures that every single business entity now possesses a native, government-assigned address for the Peppol network. This effectively and comprehensively closes the gap in addressing choices, making Peppol adoption a realistic and low-barrier option for the entire business community.

The GEBA specification: introduction and core functions

The GEBA specification defines a unique, comprehensive and flexible electronic address scheme for the German economic area. As business partners exchange datasets containing transaction data via the Peppol network, specific addresses are required to clearly identify, detect, and assign both the sender and the recipient.

The GEBA format provides the necessary framework for this identification. Registered under ISO/IEC 6523 with the International Code Designator (ICD) 0246, the standard is now fully recognized by the international bodies governing the Peppol network, ensuring that German addresses are valid and discoverable worldwide.

Beyond basic identification, GEBA introduces flexible sub-addressing capabilities designed to support the complex organizational needs of larger corporations. The address structure allows for the addition of a self-assigned alphanumeric suffix of up to eight characters. This enables a corporation to create specific endpoints for different buying departments or regional branches.

For example, a supplier can direct an invoice precisely to a specific purchasing function, allowing the recipient’s ERP system to route the document automatically without manual intervention. This flexibility makes GEBA an ideal tool for streamlining accounts payable processes in high-volume environments.

Strategic alignment with EN 16931 and XRechnung 4.0

The emergence of GEBA must be viewed as part of a mutually supportive evolution of electronic standards. This journey is in direct line from the imminent updates to the European Norm EN 16931-1:2026, which serves as the regulatory North Star for e-invoicing across Europe.

As previously reported, these updates represent the next major step in harmonizing digital transactions. In the German context, these European changes are being translated into the development of XRechnung 4.0. This upcoming version of the national standard will incorporate the latest EU requirements while leveraging the addressing improvements introduced by GEBA to provide a more robust B2B invoicing framework.

KoSIT plays a central role in this strategy, acting as the standards body for both the GEBA and XStandard specifications [↗︎] including XRechnung [↗︎]. Furthermore, in its capacity as the Peppol Authority for Germany [↗︎], KoSIT ensures that these various technical threads are woven into a coherent strategy and these standards evolve in sync with the wider European infrastructure.

The release of GEBA, including the translation of its specification into English, signals a clear commitment to Peppol as a preferred transport network for German businesses, regardless of their size. By aligning national identification (W-IdNr) with international transport protocols (Peppol), Germany is building a future-proof environment that supports both domestic efficiency and cross-border trade for businesses large and small.

Looking ahead, the next steps in the publication process involve the finalization of technical artifacts in Peppol BIS Billing and XRechnung and the full integration of the ICD 0246 code into the Peppol EAS (Electronic Address Scheme) code list, all expected to be completed before the summer 2026. Businesses can immediately begin evaluating their internal addressing needs, including how sub-addressing might streamline their accounts payable workflows.

As Germany prepares for the mandatory B2B e-invoicing requirements, GEBA acts as a key enabler that simplifies compliance for small businesses while offering advanced automation for large enterprises. More updates are expected as KoSIT continues to synchronize these standards on addressing with the upcoming release of XRechnung 4.0 and the evolution of the Peppol network towards Peppol BIS 4.0.
