To comply with the new mandate, companies must now send their invoices electronically via the official central platform RO-eFactura, managed by the fiscal administration (ANAF).
E-invoices must be in XML format, using either UBL 2.1 or CII syntaxes, following the RO_CIUS specifications (which are EN16931-compliant).
Suppliers that are not equipped with e-invoicing solutions can also manually input their invoices directly on an official web portal, that will convert them into the proper invoice format and send them to the RO-eFactura central platform.
The B2B e-invoicing mandate follows the B2G e-invoicing (July 2022) and e-reporting (January 2024) mandates, and precedes the upcoming B2C e-invoicing mandate (January 2025).
This timeline highlights Romania’s significant efforts toward e-invoicing, benefiting the country, the government, and companies nationwide. It enhances efficiency, reduces administrative burdens, and improves business compliance while enabling the government to streamline tax collection and combat fraud. However, the rapid succession of deadlines also presents substantial challenges for companies adapting to the new requirements.
