The Bavarian State Ministry for Digital Affairs announced on 7 January that it has signed a definitive agreement to use the OZG-RE, a shared platform of the public administration for electronic invoice reception in the near future.
Since 2020, all German public administrations have been obliged to accept electronic invoices. Depending on the federal state, different transmission channels and platforms are available. With the decision in favor of the OZG-RE, Bavaria is now the penultimate state to join the public shared processing of e-invoices, with a rollout scheduled for the first half of 2025.
E-invoicing Through the OZG-RE Platform
Previously, invoices could only be sent to Bavarian authorities by post or email. The introduction of the OZG-RE expands the available transmission methods by allowing electronic invoices submission in the XRechnung format through manual upload, email and Peppol. Additionally, manual entry directly on the OZG-RE platform will also be possible.
The OZG-RE is responsible for receiving, checking, and forwarding e-invoices to the appropriate office within the Bavarian administration without media breaks, ensuring automated and more efficient processing. The Bavarian state government sees this step as a clear signal for strengthening Bavaria as a place of business, improving future-oriented governance, and reducing bureaucracy through digitalization.
E-invoicing Mandates in Germany
The B2G mandate (Business-to-Government) is separate from and precedes the recently introduced B2B mandate (Business-to-Business).
While the B2G mandate has been in place since 2020 already, the B2B mandate came into effect on 1 January 2025, requiring all German private businesses to accept EN16931-compliant invoices.
